Why Project Management Assistance for fall protection projects?
The needs of a project manager should appear when it has a project to secure against falls from a height. The regulatory complexity or even the technical specificities of the project concerned are all characteristics that may justify the need for assistance. The use of external expertise, a specialist in working at height, is then necessary. The DAVOC team fulfilled this function. This actor, with specific knowledge for the mission entrusted to him, is responsible for:
- Orientation and supervision of the Project Management (MOE)
- The transcription of the project and the needs of the Project Owner (MOA) with the actors of the MOE
- The interpretation of the functional and technical specifications by the MOE team through the work provided
The AMO, when it is involved UPSTREAM of the project, very often avoids the difficulties encountered by the Project Owners DOWNSTREAM during the acceptance of the works.
When should the Project Owner call on Davoc in a Fall Protection security project?
Whenever the Project Management team perceives a risk in the management of a Fall Arrest Securing project, it is preferable to call on DAVOC. The main risks are:
1/ Lack of one or more skills for project management or lack of time to conduct it.
2/ Need for a specific analysis during the project or for an expertise in the field of the machine directive, the Lifeline regulations, the guardrails on the roof, the control of the Lifelines.
3/ The establishment of a specific team in terms of competence in Prevention of work at height, to carry out project management throughout the project.
4/ Need for a specific mission requiring the intervention of an external actor, such as for an audit or a strategic Machine Safety study.
Conduct of works (security against falls from height)
- VISA : Visa of the execution studies of the selected service providers (safety solutions against falls from height)
- Contact and transmission of the various studies to the CTC technical controller and the CSPS safety coordinator
- OPC : Scheduling, management and coordination of the site / Conduct of technical meetings
- Drafting of site reports.
- DET : Ensure that the execution of the work complies with the execution studies referred to
- Verification of the performance of mandatory self-checking tests (EN 795-2012) to ensure proper Initial Verification before commissioning.
- AOR : Assistance with contractual and technical reception operations.
- Contractual acceptance of perfect completion of work and delivery time
- Technical acceptance of height safety installations (Anchor points / Fall arrest lifelines / Height safety rails / Roof body guards / Crinoline ladder / Height access means / …) and of the DOE (according to the EN standard 795-2012)
- DIUO : Drafting of the File for Subsequent Interventions on the Structure
PROJECT MANAGEMENT (PROJECT MANAGEMENT)
- Preliminary Project : Understanding needs, recommending solutions (developing graphic documents to support the thinking), budgets for implementing different
proposed solutions. - PRO Phase : Verification of the compatibility of the chosen solution with the site constraints, and
of implementations. Assistance in choosing the solution with the Project Owner, integration of secondary criteria, modeling and integration of the solution into the existing and provision of a
plan file (Sketchup, Autocad, Solidworks), final work budgets, production of parts for Prior Declaration (DP). - ACT Phase : Drafting of the technical parts of the DCE (CCTP, expected work files, DPGF, planning, etc.), proposal of qualified companies, site visits and responses to candidates' questions, drafting of the offer analysis report (RAO) according to the proposed criteria.
- VISA Phase : Review of the conformity of the company's execution file (EXE), verification of the correct response to the specifications.
- DET Phase : Kick-off meetings following the service order including all parties
stakeholders (SPS, inspection offices, MO, Contract holder, etc.), monitoring of works (method and
frequency depending on duration and complexity), billing monitoring. - AOR Phase : Operations Prior to Acceptance of Works (OPR), Construction Files
Executed (DOE), commissioning of installations, monitoring of reservations made upon receipt of the works until they are completely lifted. - Operating mode : Drafting of an operating mode for using the installed equipment
according to the desired form (Comic Strip board, A4 DIBOND display, Video editing, etc.).
